About the formats
What is UDF?
UDF is the document format of UYAP (Ulusal Yargı Ağı Bilişim Sistemi), Turkey's national judiciary information system. Lawyers, courts and enforcement offices create petitions, minutes and rulings in this format with the UYAP Document Editor. A .udf file is a ZIP package whose content.xml holds the full text, paragraph and character styles, tables and embedded images. It is unrelated to Universal Disk Format, and Word or PDF readers cannot open it directly.
What is HTML?
HTML (HyperText Markup Language) is the markup language web pages are written in. Headings, paragraphs, lists, tables, links and images are defined with tags, and CSS controls how they look. An .html file opens in any web browser without extra software and reflows to the screen width instead of using fixed pages. External stylesheets, web fonts and remote images are separate resources and do not travel with the file unless they are embedded in it.

How can I open a UDF file on my phone?
There is no UYAP Document Editor for phones. Convert the UDF to HTML or PDF here and download it: the HTML file opens in your phone's browser and the PDF in its built-in viewer. HTML reflows the text to fit the screen, while PDF is better for printing or sharing a fixed layout.
Why are the images inside the HTML file instead of a folder?
Images embedded in the UDF are written into the HTML as base64 data. A single .html file therefore carries everything, and images do not go missing when you move the file or send it by email. The trade-off is a larger file for documents with many images.
What does the HTML output look like under the hood?
It is a complete HTML document with a UTF-8 charset, a Turkish language tag and a viewport tag for mobile screens. Formatting is written as inline styles on each paragraph, so it displays correctly without external stylesheets but may need cleanup before you add it to a styled website.
