When to use it
Turning a PDF into an editable petition
Lawyers in Turkey often receive text as a PDF from a client or opposing counsel. Converting it to UDF lets them edit it in the UYAP Document Editor and reuse it in a petition instead of retyping it.
Adapting PDF templates for UYAP
Law firms frequently keep contract, notice and petition templates as PDFs. Converting them to UDF lets staff update the wording in the UYAP editor, then sign with their e-signature and file as usual.
Limitations to know
- No OCR: scanned petitions and wet-signed scans produce no text.

About the formats
What is PDF?
PDF (Portable Document Format) is a fixed-layout document format created by Adobe and standardised as ISO 32000. Every piece of text, image and line is stored with its position on the page, so a PDF looks the same on every device and prints reliably. The trade-off is editing: a PDF stores positions on a page, not paragraphs and tables. Scanned PDFs contain only page images and need OCR before any text can be extracted.
What is UDF?
UDF is the document format of UYAP (Ulusal Yargı Ağı Bilişim Sistemi), Turkey's national judiciary information system. Lawyers, courts and enforcement offices create petitions, minutes and rulings in this format with the UYAP Document Editor. A .udf file is a ZIP package whose content.xml holds the full text, paragraph and character styles, tables and embedded images. It is unrelated to Universal Disk Format, and Word or PDF readers cannot open it directly.

What is a UDF file?
In Turkey, .udf is the file format of the UYAP Document Editor, the word processor of UYAP, the National Judiciary Informatics System. Lawyers, courts and enforcement offices use it for petitions and official legal documents. It is unrelated to the Universal Disk Format used on optical discs.
Can I convert a scanned petition PDF to UDF?
No. A scanned PDF contains page images, not selectable text, and this service does not run OCR, so there is nothing to put into the UDF. Add a text layer with an OCR tool first, or retype the document in Word and use our Word to UDF converter.
Does an e-signature on the PDF carry over to the UDF?
No. Conversion writes the content into a brand-new file, so signature verification will not be valid on the resulting UDF. For official filings, review the converted document and sign it again with your e-signature in UYAP before submitting it.
Will tables from the PDF become UDF tables?
No. The UDF format supports tables, but a PDF does not store table structure, so the converter cannot rebuild rows and cells from it; cell text arrives as paragraphs. If the original document exists in Word, converting that Word file to UDF keeps its tables.
Is converting PDF to UDF free?
