When to use it

Sharing court documents with clients

Lawyers who download a ruling, expert report or hearing minutes from UYAP can send the client a PDF instead. The client does not need to install the UYAP Document Editor, and the document looks the same on phone and desktop.

Reading a UDF on a Mac, tablet or locked-down PC

If the UYAP editor is not installed, or you cannot install software on a work computer, converting to PDF lets you read the document right away. Upload and download happen in the browser; the conversion runs on our server.

Printing for hearings and archives

Need a paper copy for a hearing or the office archive from a machine without the UYAP editor? Convert the UDF to PDF and print it on A4 from any printer and any PDF reader.

Limitations to know

  • For e-signed documents, signature validation does not carry over to the new file; re-sign in UYAP for official use.
  • A PDF is not meant for editing; convert the UDF to Word if you need to change the text.
  • A .udf file without a content.xml inside (not a valid UYAP document) cannot be converted.

About the formats

What is UDF?

UDF is the document format of UYAP (Ulusal Yargı Ağı Bilişim Sistemi), Turkey's national judiciary information system. Lawyers, courts and enforcement offices create petitions, minutes and rulings in this format with the UYAP Document Editor. A .udf file is a ZIP package whose content.xml holds the full text, paragraph and character styles, tables and embedded images. It is unrelated to Universal Disk Format, and Word or PDF readers cannot open it directly.

What is PDF?

PDF (Portable Document Format) is a fixed-layout document format created by Adobe and standardised as ISO 32000. Every piece of text, image and line is stored with its position on the page, so a PDF looks the same on every device and prints reliably. The trade-off is editing: a PDF stores positions on a page, not paragraphs and tables. Scanned PDFs contain only page images and need OCR before any text can be extracted.

Frequently asked questions

How do I open a UDF file without the UYAP Document Editor?

Convert it here. As a PDF it opens in any PDF reader on a computer or phone; as a Word (DOCX) file you can edit it; as HTML you can read it in a browser. None of these routes requires installing the UYAP Document Editor or any other software on your computer.

Is UDF the same as Universal Disk Format?

No. The .udf files handled here are UYAP documents from Turkey's judicial information system: ZIP packages with a content.xml file holding the text, styles, tables and images. Universal Disk Format is an unrelated file system for optical discs and disk images, and this converter cannot open it.

Does the PDF keep the legal validity of an e-signed UDF?

No. The PDF carries the content and layout of the document, but it is a new file: for e-signed documents, signature validation is not valid in the converted file. Use the PDF for reading, printing and sharing, and submit official documents through UYAP, re-signing them there where required.

Will tables and images from the UDF appear in the PDF?

Yes. Tables are carried over with their cell structure and borders, borderless layout tables stay borderless, and images embedded in the UDF are placed where they were. The only page setting that is not carried over is a custom margin; the PDF uses a standard A4 layout.

Is converting UDF to PDF free?

Is my file safe and when is it deleted?
